Opposition to gay marriage – same old pathetic excuses

Bigoted comments by right-wing Christians simply add credibility to the campaign being waged for same-sex marriage say the Australian Democrats.

The Australian Democrats’ lead candidate in the ACT, Darren Churchill, says that he will be proud to be attending the Same Sex Marriage protest rally in Petrie Plaza today and making a stand against their zealotry.

“It seems that every day we hear the shrill statements of one or another of these fundamentalists. Earlier in the week the lead Family First candidate in Queensland immortalised herself by claiming that legitimising gay marriage is like legalising child abuse.

“By Thursday we heard the blatant arrogance of the Australian Family Association saying that the Federal Government should provide cash bonuses to people who get married, but that should never apply to same sex couples.

“Contrary to what these scared people believe, the world would not fall apart if the Marriage Act allowed for legal same-sex marriage. It has happened without calamity in various places around the world and the Democrats have previously introduced legislation to this end.

“Unfortunately the leaders of these fundamentalist groups excel in the politics of hatred and fear.

“But examine the claims they make such as homosexuality being a lifestyle choice and it becomes very clear that they are misleading.

“Why would someone choose to be vilified, abused, insulted and assaulted as a lifestyle choice?

“Same sex attracted people are fully-fledged human beings, and not a sub-class. They deserve the same rights and respect as every other human being, and to be judged on their merits, such as their human-kindness, just as the Christian bigots should be,” said Mr Churchill.

PHAA’s “Great Election Public Health Debate and Dinner”

A Speech made to the Public Health Association of Australia’s “Great Election Public Health Debate and Dinner” – Canberra, Tuesday 10th August, 2010.

Thank you. I’m Darren Churchill, Australian Democrats Senate candidate for the ACT.

I must say it’s good to hear people finally addressing plain wrap packaging for cigarettes and tobacco products. The Australian Democrats have been at the forefront of the campaign against tobacco advertising. And this issue in particular is something Dr Arthur Chesterfield-Evans of the NSW Democrats has been hopping up and down about for a long time.  So, an Australian Democrats achievement there.

The Australian Democrats regard the highest priority for public health attention at the national level over the next term of government as being: Mental health – particularly early intervention and social supports; Prevention – particularly diet related; and Dental Health – particularly for middle to low income earners.

Australia’s focus has always been too much on acute care and too little on healthy lifestyles. Governments can do much more in education, public information, labeling of food and alcohol products and tighter regulation of advertising to discourage junk food and alcohol use.

For General practice we aim to address the Schedule Fee shortfall for standard and long consultations, which is a big cost the Medicare levy is not covering and has led to doctors shortage, particularly noticeable in Canberra and region. The GP Superclinics are not the answer with their patients as clients model and revolving door attitude to health care which is incongruent with GP’s being able to provide the frontline of preventative services in both physical and mental health services.

The Democrats have been at the forefront of calling for volumetric taxation on alcohol. We advocate: more explicit labeling on the alcohol content of drinks, on the health risks to minors and on safe levels of consumption; tax all alcohol products according to alcohol content and introduce the same tax and excise treatment to low and mid strength Ready To Drink beverages and wine as is applied to low and mid strength beer.

For programmes designed to improve health outcomes for disadvantaged groups, we recognise that women are a disadvantaged group in many ways and most particularly because of the impact on them of family violence. Our Women’s health policy calls for: increased funding for violence prevention, including public education campaign to challenge and eliminate violence-supportive attitudes and behaviour and to promote respectful relationships; teacher training in providing programmes for sexual health and respectful relationships, mental health and wellbeing, bullying, body mage, self harm and depression.

For the disabled we call for: funding of annual comprehensive health checks for all Australians with a long term disability and encourage greater expertise in the medical profession in dealing with people with disabilities; establishing a national disability insurance scheme; substantially increase funding to in supported accommodation, respite and personal attendant services, using a population-based benchmark approach; a National Equipment Strategy to ensure people with disabilities can afford and access disability aids and equipment; ratifying and incorporating into law the UN Convention on the Rights of Persons with Disabilities.

People with mental illness are arguably the most disadvantaged in society. Our comprehensive mental health policy calls for $3-4 billion a year more to be spent in mental health to more closely reflect its prevalence and: Primary and early intervention with a national system of community-based mental health centres staffed by psychiatrists, psychologists, GPs and psychiatric nurses; training for clinicians in screening for co-occurring substance use and mental health disorders and in evidence-based treatments; programmes in schools and in the community to promote mental health and wellbeing and to address bullying, violence against women and children, alcohol use, body image, self harm and depression.

For Youth: a doubling of HeadSpace youth mental health clinics providing specialist consultations; and a national system of mental health centres for young people with emerging serious mental illness and substance problems providing: integrated assessment, crisis response, outpatient case management, inpatient care, group based treatments, mentoring, counselling and employment assistance

We advocate case management for at least 12 months after discharge from acute care; more secure extended care units and community based care units for those at very high risk; as well as universal screening of prisoners for mental illness, treatment while in prison, and release to supported accommodation; and among other things to guarantee consumers’ rights to be consulted on treatment and services; first aid training in mental health for those routinely in contact with people who may have mental health problems, especially teachers and police; ongoing programmes to destigmatise mental illness, identify early symptoms and treatment options and provide hope for living well with mental illness.

We want A National Institute for Mental Health with a quarantined budget.

For Indigenous Health: Better pre-service training and support for nurses in very remote Aboriginal communities and a minimum of 2 nurses in each clinic; improved availability in outback and remote Indigenous stores of affordable, nutritious food; breakfast and lunch provided at very low cost in all schools; support for Indigenous communities to tackle family violence and substance abuse, eg sexual assault services, outreach centres, safe houses, and legal aid; expanded sexual health education and awareness programmes; increase oral health promotion activity and targeted oral health services; comprehensive health services for the prison population; and better accommodation and transport options for Indigenous patients.

Dental Health. A national public dental health programme that is free for concession card holders and special needs groups, and which includes a full dental check-up and basic dental treatment every two years; outreach services for special need groups, particularly Indigenous Australians; and a programme of research into oral disease prevention and the effect of changing diet patterns on oral health.

Here are our plans for responding to climate change (which we have acknowledged does affect health) and our position on a carbon tax

We support an emissions trading scheme with all the watering down changes negotiated with the Coalition reversed and all permits auctioned by 2015.

The money raised in selling permits should be re-invested in major solar, wind and geothermal power generation and extending the power grid to reach these new projects; a home insulation programme with strict safety standards, ramped up over the next 8 years, allowing sustainable industry growth; and a prohibition on new coal-fired power generators and closure of the worst polluting generators over next 5 years using tight emissions standards.

Should government proceed to a carbon tax, we suggest: a carbon tax of $20/tonne until emissions trading commences; a tax on coal exports of $5/tonne, using revenue ($600m) to fund 60,000 household PV grants/year; national feed in tariffs set to allow the cost of household solar PV panels to be recouped within 5 years; and compliance with European standards of energy efficiency in vehicles, and grants for natural gas and electric vehicle refuelling infrastructure.

The Australian Democrats say the following principles should apply in designing a carbon tax:

•It should apply to CO2 emissions from the consumption of all fossil fuels and industrial processes such as oil refining and those using chemical reactions such as chemical fertiliser and cement production;

•It should be revenue neutral with the revenue raised rebated to households at a flat rate low income earners and/or to fund programs supporting greenhouse emission reduction opportunities not adequately captured by the carbon tax such as public transport;

•The price should start in 2011 at $20/tonne and be ramped up at $5/yr to $45/tonne in 2016 as a firm recommendation. This rate of increase would be expected to continue up to $70/tonne in 2021 but with a review each year after 2014;

•Imports should be subjected to an equivalent charge;

•Australia should press for a global system of carbon taxes in which each country levies an internationally harmonised carbon price or carbon tax on emissions.

Australian Democrats call on Liberals to end dirty tricks campaign

The Australian Democrats call on the Liberal party to end their dirty tricks campaign where they use the names of other candidates to link people to their own website.

Lead Senate candidate for the Australian Democrats, Darren Churchill, was notified by a member of the public that a banner advertisement had been set up in internet search engine Google that tricks people into going to the Liberal Party website, instead of to the candidate of their choice.

“This shows the dishonesty of their campaigning. It is a grubby little dirty tricks campaign and a blatant attempt to deceive the public,” declared Mr Churchill

“Does Gary Humphries support this or is it the so-called “faceless men” of the party machine?” questioned Mr Churchill.

“This clearly shows what the Liberal Party has descended to. Clearly the Liberals cannot be trusted. This sort of tactic is completely unAustralian!”

I have contacted the AEC about this matter and I’ll be asking them to refer it to the Joint Standing Committee on Electoral Matters

“Clearly the Liberal Party is scared of electoral diversity. They are not a liberal party at all. If people want liberalism and diversity then the Australian Democrats are here to provide it.

“This or any other form of electoral dishonesty is just not on. It’s time to return some honesty and integrity to politics. Canberra voters know this and clearly deserve better. The Australian Democrats denounce this sort of behaviour. Let’s get back to keeping the bastards honest!” Mr Churchill concluded.

The contenders for government and the contenders for balance of power in this election all fail on their policies relating to population and asylum seekers says the Australian Democrats’ lead Senate candidate in the ACT, Darren Churchill

“The ALP is playing games on the issue, giving the electorate the impression they understand their concerns but then refusing to address the issue of immigration numbers.

“The Liberals appear to have recognised public concerns in undertaking to reduce population, but are playing the race card by linking the very small numbers of so-called boat people to the reduction in immigration.

“And meanwhile the Greens seem to think that Australia can solve the world’s refugee problems with a welcome to anyone who wants to come, belieing any claim they might have to understanding environmental constraints.

“By contrast the Australian Democrats recognise that immigration substantially contributes to our population numbers and impacts on our environment.

“Last year’s 2.1% annual population growth rate was ahead even of countries like Indonesia, and two-thirds of that growth came from immigration.

“Australia must consider the environmental limits – low rainfall, increasing temperatures due to climate change, and infertile soils – when determining the right number of people this land can support.

“Unlike the Greens, we know that we cannot solve the world’s refugee problems, but by reducing overall immigration numbers we would be in a much better position to meet our humanitarian obligations for what is really a small number of asylum seekers.

“Julia Gillard does not want the baby bonus to be repealed or pared back, nor does she want immigration to be discussed, so she is not real in saying she does not want a big Australia.

“Australians really deserve better than what Labor, Liberal and the Greens have to offer,” said Mr Churchill

In a bold move that is likely to raise some eyebrows, the Australian Democrats will preference the Liberal Party for the Senate in the ACT.

“We have to act in the interests of Canberra and in the national interest!” announced Democrats Senate candidate, Darren Churchill.

“Canberra is taken for granted with two safe Labor seats in the House. Kate Lundy is likely to easily achieve a quota. Adding a Green to the mix would tip the balance too far towards the Labor/Greens alliance.

“Whilst I believe The ACT and Jervis Bay Territory would be best served by electing me as an Australian Democrat” said Mr Churchill. “Should that not come about, we need to balance things out another way.”

“The thought of a possible Tony Abbott Liberal government with a bunch of conservative nodding dogs in the Party Room is a little too scary to contemplate. Gary Humphries is at least a small “l” Liberal who could be a much-needed hand of restraint on Mr Abbott’s shoulder. He has demonstrated this in his preparedness to cross the floor in the interests of the ACT and his call for electoral reform to improve our democracy.”

“The Australian Democrats pride ourselves on not being beholden to any one interest group or ideology,” continued Mr Churchill. “As the voice of the progressive centre, we have some things in common with all the other main parties. ACT Democrats announce 2010 No. 1 Senate candidate

The Australian Democrats in the ACT today announced their No. 1 Senate candidate for the 2010 Federal election.

The No. 1 Senate candidate is Darren Churchill.  Darren is President of the ACT Democrats and stood as a candidate in the 2008 ACT Legislative Assembly elections and for the seat of Fraser in the 2007 federal election. He has lived most of his life in the Canberra region. He has worked as a secondary teacher, in the music industry and is now a casual relief teacher and occasional fitness instructor. Darren’s main policy interests are sensible Economic policy, Human Rights and Civil Liberties, and policies that give ordinary people a “fair go.”

Darren was endorsed late last year by a party ballot, in the biggest voter turnout for some time. Darren Churchill (ACT) joins Roger Howe (Victoria) as the first two endorsed Australian Democrats Senate candidates.

The ACT Democrats are currently pre-selecting their No. 2 Senate candidate and other Divisions are expected to announce their candidates shortly.

“The Australian Democrats are ready for the challenge and believe voters are also ready for a change away from the unworkable obstructionism that currently exists in the Federal Parliament, and want to restore the ‘balance of reason’(1) in the Senate!” declared Darren Churchill

The Australian Democrats Senate candidates have at time performed quite well in the ACT. Norm Sanders (1990) and Rick Farley (1998) were both strong candidates. Before that, John Gorton was an independent candidate in 1975 backed by both the Australian Democrats predecessor parties, the Australia Party and the Liberal Movement.(2)

(1) The ‘balance of reason’ was a term coined by Australian Democrats founder, Don Chipp to show that holding the ‘balance’ in the Senate is more than just about exercising a ‘balance of power.’

(2) In 1977, the Australia Party and the remnants of the Liberal Movement (the New LM) merged to become the Australian Democrats. They had approached John Gorton in 1974 to lead them, eventually finding Don Chipp in May 1977.

Darren Churchill

Darren Churchill, 45, has lived most of his life in the Canberra region. Originally from Goulburn, he now lives in Kaleen. Darren has a Bachelor of Economics from the University of Newcastle and a Graduate Diploma in Education from the University of Wollongong. He has taught in secondary schools in both NSW and the ACT and is a registered relief teacher.

Darren has also worked in the music industry doing sound and lighting, and in the early 1990s was a band manager. Currently, Darren also works casually as a group fitness instructor and fitness consultant. As a Christian (Anglo-Catholic), he has strong views on human rights, equality, social justice and inclusiveness. In the long tradition of the Australian Democrats, he stands with the voiceless the marginalised and the oppressed in the fight for justice and equality.

Darren is a vegetarian and is greatly concerned about animal welfare and food labelling. He was active as a volunteer in the campaign to reinstate South Sydney Rabbitohs to the NRL, and was active in the Canberra Cosmos and Belconnen Blue Devils Supporters Groups. He supports the proposal for an A-League team for Canberra.

Darren has been outspoken on matters of privacy, civil liberties and drug law reform.

Darren stands for getting the balance right in legislative decisions. The result needs to be the right mix for the environment, the economy and social justice. He is a straight talker who represents the core Australian Democrats values of honesty, tolerance and compassion. If elected, Darren will would give: support for the construction of a Very Fast Train system to link Canberra to Sydney and Melbourne; support for low carbon energy sources to give us a clean reliable sustainable energy future, and support for increased investment in high tech export products from the ANU, the CSIRO and local manufacturers, to help give Australia an alternative to agriculture and mining exports.

Media Release – Kevin Rudd Suffers Memory Loss – Forgets People With A Mental Illness Vote Too

The resignation of Prof. John Mendoza, the Rudd Government’s chief advisor on Mental Health, is a slap in the face to the one in four Australian voters whose lives are affected by mental illness, say the Australian Democrats.

“Prime Minister Rudd and health minister Roxon have shown contempt for mental health professionals and a total lack of interest in those with mental health problems.” Australian Democrats Victorian spokesperson for Mental Health David Scott Kane said today.

“Prof Mendoza – their appointment – and over 60 mental health organisations have tried to present a letter to Kevin Rudd with a suggested plan of action for mental health. The Prime Minister and his health minister have declined to receive it, a clear message the federal government isn’t listening on mental health.

“Psychiatrists have advised for decades that a key element in treating mental illness is acknowledging there is a problem.

“The Rudd government isn’t even prepared to take this basic step. They are in complete denial and have tried to play hide and seek with the advisor they appointed.”

Successive governments – federal and state – have failed the mentally ill, their families, their carers and the medical practitioners that support them. They’ve failed in funding, in infrastructure and failed again by refusing to look at industry-suggested solutions to the daily problems the mentally ill face.

“The system is pale, sick, lost and in dire need of urgent assistance. The cure is for this government to face the crises.

Mental health is now the leading disability in Australia. It is the foremost killer of those under 44. Yet the Rudd Government ignores it, and now chooses to ignore the man they appointed to deliver the message to them.

“Kevin Rudd seems to think if he states something it will magically resolve itself. Restating his commitment ‘to do more on mental health’ and that it’s ‘next cab off the rank’ seems to be about as committed as he was on supermarket pricing and climate change. We should be grateful he didn’t use it as an opportunity to demonstrate his powerful command of expletives.

Professor Mendoza and the mental health organizations are offering possible solutions to the problems faced by the mentally ill. Solutions to save lives. Solutions to save families pain and reduce the soul-destroying frustrations of thousands of people treating and caring for the mentally ill.

“The mentally ill, their families and the mental health field are justifiably angry at the Rudd Government for continuing the cycle of systemic failure imposed on them by the current mental health policy – or lack thereof. They should vote accordingly.

“Rather than save lives and advance this neglected field, the Rudd Government concerns itself with internal leadership navel gazing and bickering. They have forgotten the reasons they were elected,” Mr. Kane concluded.

End the Gaza blockade now!

If there is one lesson to be learnt after the tragic deaths of innocent people in the “Free Gaza” peace flotilla, it is that the blockade of Gaza should be lifted immediately, say the Australian Democrats.

Spokesperson, Sandra Kanck, says that the world condemnation now needs to be directed to a positive outcome.

“There would have been no need for the peace flotilla in the first instance if Israel did not have Gaza cut off.

“As the disaster unfolded, Israel’s Defense Minister, Ehud Barak, said there is no humanitarian crisis in Gaza, a claim which is damned by the facts.

“The United Nations, which has an ongoing presence in Gaza, is quite clear that the three year long blockade has had a seriously detrimental humanitarian impact.

“Livelihoods have been destroyed, with unemployment at more than 40%; the fishing fleet is prevented from going out to sea; daily electricity blackouts of between 4-8 hours occur because of the limited amount of fuel oil allowed across the border by Israel, which is counterproductive for the economy.

“The lack of material to maintain the water infrastructure in combination with the power blackouts sees 80 megalitres of raw and treated sewage released each day to the sea or leaking into aquifers. The consequence is that only 5-10% of water in aquifers meets WHO standards.

“Again, according to the UN, between 70 and 80% of the population of Gaza is now living in poverty, with many of them experiencing what is termed food insecurity, a new word for hunger.

“Israel now demands that aid in containers must be delivered on palettes, resulting in $1.5m of aid money having to be diverted to repackaging.

“UN staff advise that they are spending thousands of hours merely negotiating with the IDF to get permission to send material into Gaza.

“The facts speak for themselves, and the Australian Democrats call on the Australian Government to actively work for a lifting of the blockade,” said Ms Kanck.

Canberrans must have a guarantee that South Australian Movie Laws won’t be copied by ACT Assembly, say Democrats.

ACT Democrats President, Darren Churchill has called on ACT political leaders to confirm that South Australia’s “plain packaging” laws for R-rated movies will not be mirrored here in the ACT

Recent news reports described South Australian Attorney-General Michael Atkinson’s new laws as coming quietly into effect this week, requiring R-rated movies to be displayed in plain packaging unless they are in an area quarantined from minors.

“The issue is not a matter of availability. R-rated movies are restricted to over 18’s and that should continue. But we need to ensure that a driver’s licence, pub card or passport is provided if the age of the hirer/purchaser is uncertain, the same as for alcohol or cigarettes.” said Mr Churchill

“Quarantining R-rated from minors is one thing. But plain packaging gives them an air of mischievousness and a naughty quality, which makes them more attractive. It’s reminiscent of soft porn magazines having to be sold under the counter and in brown paper bags in Bjelke-Petersen’s Queensland of the 1970s and 1980s.”

“South Australia’s new laws that restrict marketing and display of R18+ material make it more difficult for consumers to access information about media content, by preventing them from seeing posters and DVD covers that could help them make an informed decision about their viewing. Censorship prevents adult Australians making informed decisions. We do not want this sort of ridiculous behaviour mirrored in the ACT!” declared Mr Churchill.

“With South Australia taking knee-jerk action that hides useful information but has no effect on access to the product, it is surely time for a full national review of our classification laws?” queried Mr Churchill. “That includes allowing the states to sell X-rated material and not restricting it to the territories.”

“I often get frustrated with the wowser attitude that wants to stop X-rated movies but allow R-rated movies. Surely, they should be treated the same and sold through over-18 outlets (with appropriate identification), in the same way as cigarettes and alcohol are? Sometimes the strongest opponents of liberal censorship laws for adults are those with the most to hide.” continued Mr Churchill

“Also, like cigarettes, alcohol, gambling (pokies, TAB, casinos) and X-rated products, R-rated products should not be promoted to those who are too young to have legal access, nor be advertised on TV, radio, billboards, sporting ground ads, etc, in places which underage people frequent. But, they should be able to be promoted openly in venues, which are only open to those who can have legal access. That is, no restrictions if all those with access are over age.”

“Censorship for adults is wrong and we oppose it. But we do believe in some level of control of access for young people. What we are proposing is equal treatment of all age-restricted products.”

Canberrans Let Down as Humphries Toes Party Line, say Democrats

ACT Democrats President, Darren Churchill says “Canberrans have been let down by Gary Humphries toeing the Liberal Party line and opposing the CPRS legislation.”

News programmes tonight reported that Senator Humphries had voted against the CPRS legislation in the Senate today, despite having stated previously that he would cross the floor and support it.

“Here was a chance for Gary to show some guts and support an Emissions Trading Scheme. But instead he has joined with those who are opposed to Australia showing some leadership on Climate Change.”

“In a style so typical of the Liberal Party today, the Opposition has mindlessly and deliberately opposed legislation just because the other side is proposing it. This was an opportunity to get some Climate Change legislation in place and work towards improving it later. But no! Gary toed the Liberal Party line and went for political point-scoring instead.”

“The reports say Tony Abbott is not opposed to nuclear power. We certainly don’t need that sort of madness. But Gary has voted for the Liberals consideration of nuclear power by his actions today.”

“The Liberals also are complaining about the cost of the CPRS. However, respected economists such as Stern and Garnaut, as well as the UN IPCC and CSIRO have all shown that not acting will cost far more than acting now” stated Mr Churchill.

“This is why Australia so desperately needs the Australian Democrats. We know the legislation could be a lot better. But as our national president said last week: “baby steps are better than no steps at all”.”

“The Democrats have always worked to hold governments to their election promises and negotiated amendments for better outcomes for legislation. (1) The obstructionist tactics of the Liberals and the Greens are disgusting. They hint at consideration of dangerous nuclear options and don’t give a damn about the environment and climate change!” declared Mr Churchill

“If I was in their position I’d have voted for it and then worked to fine tune it once it is in place. With their approach they lose the ETS, or any substantial “green” policy for a considerable period of time as well as the obvious risk of a double dissolution with less varied representation after the election. It is a very disappointing result” Mr Churchill stated.

“The ACT Democrats have long supported establishing concrete targets for the ACT to reduce our greenhouse gas emissions. But we really need national legislation on emissions trading. The Australian Democrats will continue to work toward this result and our candidates will fight for effective climate change action whenever the election is called” Mr Churchill concluded.
